Chars Livelihoods Programme (CLP) — Phase 1

Objectives:

The Chars Livelihoods Programme (CLP) was a £50 million programme working to improve the livelihoods of extremely poor households living on erosion-prone islands in the Jamuna River in Bangladesh.

Services:

The goal and long-term objective of the project was to up-lift socio-economic and living standard of the population living within the char areas of five districts of the northern Jamuna river. The two specific objectives of the project were (i) to halve extreme poverty of the population living within the riverine char areas of five districts of the northern Jamuna by 2015 and (ii) to improve livelihood security for poor and vulnerable women, men and children living within the reverine char areas of five districts of the northern Jamuna. MSL was responsible for:

  • Providing infrastructure , primarily in the areas of flood protection, sanitation and clean water supply
  • Asset building and livelihoods interventions aimed at the poorest island char dwellers, based around the provision of income generating assets;
  • Encouraging social development , with group interactions and exposure to important topics in health, sanitation, disaster preparedness and social rights and responsibilities;
  • Offering social protection , through ‘cash-for-work’, monthly stipends to the poorest households and the development of community safety-nets;
  • Promoting enterprise, that facilitates growth in agricultural and non-farm sectors and also supports the development of key growth-related services, in particular microfinance and livestock services.
