Process Development for Preparing and Implementing Integrated Water Resources Management (IWRM) Plans

Objectives:

The goal of the technical assistance (TA) was to improve water resources management and service delivery to move toward the goals of the National Water Policy (NWP) and the National Watershed Management Plan (NWMP), that was, to optimize benefits in terms of livelihoods, production, and the environment. The expected outcome is improvements in the enabling environment, the performance of the relevant institutions, and the planning and programming of investment achieved through participatory implementation of specific actions for integrated water resources management (IWRM) and better service delivery in line with the Government's commitments at the World Summit for Sustainable Development (WSSD). The TA raised stakeholder awareness, Government commitments, and momentum for accelerated reforms. To institutionalize the reform process, the TA used the Government's existing institutional setup and provided supplementary services and inputs to support the activities of the designated organizations. The activities were coordinated and harmonized with programs by other external financing agencies, in particular, the twinning missions with the Bangladesh Water Development Board (BWDB) and Water Resources Planning Organization (WARPO) fielded by the Government of the Netherlands. A consultative approach was being taken to enhance stakeholder awareness while generating stronger ownership.

Services:

  • IWRM implementation plan: An implementation plan was prepared for IWRM during the TA period. For this purpose, the TA undertook a participatory fact-¬finding exercise to: (a) review the country’s water sector reforms in light of the IWRM and efficiency plan agendas of the WSSD, and (b) identify specific opportunities and the scope of actions for furthering the agendas during the TA implementation period. The plan was finalized through intensive stakeholder consultations and will encompass policy and legal frameworks, institutions for IWRM and water service delivery, and priority programs and actions as specified under the national water policy and the NWMP.

 

  • IWRM operationalization and improved service delivery: On the basis of the IWRM implementation plan, the TA supported specific actions identified, which included: (a) reviewing implementation of the NWP and identifying specific actions for its improvement, (b) establishing monitorable water-poverty indicators integrating NWMP and the Government’s national poverty reduction strategy, (c) operationalizing the NWMP annual review process by means of an action plan to accelerate its implementation, (d) reviewing the performance of the BWDB and devising an action plan for enhanced effectiveness, (e) advancing preparation of the draft national water act, (f) finalizing and undertaking initial implementation of the organizational development plan of the WARPO, and (g) preparing outputs for any other relevant agendas. The TA also supported the preparation of biannual reports for the National Water Council to report on the TA’s work plan and outputs and an IWRM road map laying out short- to medium-term policy and institutional actions and priority investments
