Objectives:
The overall objective of the Skills Development Project was to increase the number of immediately employable graduates by building a high quality TVET system. Such a system should be equitable, market responsive and cost effective. The education and training infrastructure within Afghanistan had been severely damaged over three decades of conflict. Progress had been made however. In the redevelopment of the institutional structures of the political system since 2002, the World Bank noted that school enrolments had increased from about 1 million to almost 6 million, with enrolments of girls increasing to about 35% of this total from a negligible base.
