Maxwell Stamp provided long term institutional strengthening, training and capacity building project to support the Ministry of Planning in budgeting and investment programming and prioritization. Capacity building and training was implemented through formal courses, seminars and workshops, supported by on-the-job training. The work programme involved: implementing a strategic plan to upgrade IT facilities; improving information flows and information technology systems; development of IT networks, design of an information database, procurement and installation of hardware and software; improving project selection criteria; introducing a monitoring system and ex-post evaluation techniques; and enhancing budget classification. In particular, the project developed:
- A consistent framework of investment policy aims and objectives between Government, line ministries and local government,
- Set up a monitoring system to track projects during the project cycle and developed ex-post evaluation techniques,
- The institutional strengthening work focused on training to upgrade the capacity of the Ministry of Planning officials and to improve inter-departmental linkages. Capacity building and training were implemented through a mixture of formal courses, seminars and workshops supported by close participatory on-the-job training, and
- IT facilities were upgraded through identification and assessment of information service needs, development of IT networks, design of an information databases and procurement and installation of hardware and software.
