Strengthening Public Financial Management for Social Protection (SPFMSP) Project

Objectives:

Providing technical assistance (TA) to the Ministry of Finance (MoF), Government of Bangladesh (GoB) to implement key components of UK funded Strengthening Government Social Protection Systems for the Poor (SGSP) program. TA is provided through the establishment of a Social Protection Unit within the Ministry of Finance and involves the capacity building and modernisation of six-line ministries including Ministry of Social Welfare (MoSW), Ministry of Women and Children Affairs (MoWCA), Ministry of Health and Family Welfare (MoHFW), Ministry of Education (MoE), Ministry of Primary and Mass Education (MoPME); and Ministry of Disaster Management and Relief (MoDMR).

Services:

Maxwell Stamp is particularly performing the activities i.e.: a) Institutional Capacity assessment of the MoF SPU; b) Developing a comprehensive training methodology of GoB MoF and 6 other line ministries; c) Review of Financial Planning and management for the GoB in line with international best practices; d) Development and Implementation of MIS and improvement of knowledge management skills; e) Monitoring and Evaluation of project progress (including establishment of baseline) and training of GoB in Monitoring and evaluation methodologies; f) Review of Human resource management; g) Development of operational and financial / procurement manuals and h) VFM Analysis. Maxwell Stamp has specific focus on the following:

After successfully implemented the main contract, Maxwell Stamp received an extension for the following activities. Most of the activities are completed by this time and the remaining works are ongoing to complete by end of March 2019.

  1. Strengthen MIS Developed by the Project by enhancing capacity and functions of SPBMU MIS and expanding linkages to more social protection (SP) schemes
