This ADB TA was implemented to assist the Ministry of Finance, GOB in the following areas:
- improve the institutional arrangements for macroeconomic and fiscal policy analyses;
- upgrade CGE modelling expertise of the Finance Division;
- improve the SOE monitoring systems; develop an efficient system for remitting overseas workers’ earnings;
- upgrade professional expertise in macroeconomics and fiscal policy analysis;
- improve access to Information and Communication Technology (ICT); and
- train MOF staff for implementing the reforms. Formulated a user friendly and easily transferable Computable General Equilibrium (CGE) Model to reflect effect of changes of various public policies and forecast changes of fiscal policy on different sectors of the economy.
MSL reviewed the existing state-owned enterprises (SOEs) monitoring system, and improved / updated it to meet the changing needs including designing and developing a composite performance index for evaluation of performance contracts of SOEs. Improved the institutional arrangement in enhancing remittances inflow and man power export by assessing the existing policies, regulations and procedures relating to international remittances to Bangladesh and suggesting policy recommendations.
