TA 7373-CAM: Developing an Institutional Framework for Decentralization Reforms

Objectives:

The TA designed a policy framework and matrix of reform actions, which would have advanced decentralization in Cambodia consistent with improvements in fiscal, financial, budget planning, and management capacities in central agencies and sub national structures. As the technical assistance (TA) was focused on supporting the Government's decentralization priorities, the consultants would be providing inputs and must have exercised flexibility in the design and implementation of policy actions. In addition, they must ensure participation of all stakeholders to build consensus and ownership of the reform process.  

Services:

The TA team had been supported the Royal Government of Cambodia (RGC) for democratic development. The main outputs of this TA were:

  • Output 1 – Progressing Functional Assignment Reforms: The broad objective of this output was to support the RGC to make progress in developing and implementing reforms of the assignment of functions in line with the 10-year program and the Three-year implementation Program (IP3). The main work undertaken by the TA was: Policy note and providing support to development of sub decree on process for functional assignments reform; Draft mapping guidelines; Draft review guidelines; Draft functional mapping reports; Draft reform options reports; Training/policy development workshops; Ad hoc functional mapping groups.
  • Output 2 – Getting a Fiscal Regulatory Regime in Place: The broad objective of this output was to support the RGC to make progress in getting a fiscal regulatory regime in place in line with the 10-year program and the IP3. The main work undertaken by the TA was: Advisory support in getting the SNFL in place; Drafting selected implementing regulations under the SNFL.
  • Output 3 – Getting Intergovernmental Financing Arrangements in Place: The broad objective of this output was to support the RGC to make progress in getting Sub-national (SN) financing arrangements in place in line with the 10-year program and the IP3. The main work undertaken by the TA was: Providing support to MEF in designing of the District/Municipal (D/M) fund; Studying the design of the Sub-National Investment Facility (SNIF); Additional advisory studies (own source revenues, provincial financial reform, conditional grants mechanism).
  • Output 4 – Strengthening Institutional Coordination Arrangements and Capacity: The broad objective of this output was to support the RGC to make progress in strengthening institutional arrangements and capacity in line with the 10-year program and the IP3. The main work undertaken by the TA was: Assessment of capacity building for improved fiscal decentralization; Preparing materials and undertake training in Ministry of Economy and Finance (MEF) (Especially Local Finance Department); Preparation of annual review of fiscal decentralization; Study of feasibility of establishing a national training college to support capacity building for SN administration.
