TA-8931 MON: Education Sector Development – Addressing School Factors That Affect Access to Quality Education – Consulting Firm (49020-001)

Objectives:

This assignment was to support the implementation of the capacity development technical assistance (TA) (funded by the Japan Fund for Poverty Reduction) which aimed to enhance management and implementation of Mongolia’s education sector reforms with an emphasis on equity of access to quality education.

Services:

MSL designed and carried out research with a view to identifying school factors that affect equity of access to quality education (pre-primary, primary, junior and senior secondary education) and developing policy recommendations and action plan to enhance equity of access to quality education. The following research areas covered:

  1. Organization of teaching learning environment within schools
  2. Curriculum implementation and teaching–learning processes inside and outside classroom
  3. Distribution of financial, human, and physical resources across schools

 

MSL analysed data; prepared a comparative analysis of research findings; explored policy options to enhance student learning and to address needs of students disadvantaged in access to quality education resources and learning opportunities. To build research capacity, MSL, prepared training material/curriculum based on research findings from the 3 Research Areas; selected participants for the training; conducted training program based on the materials developed from the research areas. MSL developed knowledge/measures such as a) Policy note including policy options and costed action plan to implement the policy options on organization of teaching learning environment within schools; b) Policy note including policy options and costed action plan to implement the policy options on curriculum implementation and teaching–learning processes inside and outside classroom and c) Policy note including policy options and costed action plan to implement the policy options to reduce disparities in resources and enhance equity of access to quality education. MSL organized a regional workshop to present and discuss research findings and collect feedback.

 

MSL also drafted the education law amendments, concept paper on education policy reform, socioeconomic impact and risk assessment of the education law amendments and education policy reform in Mongolia, which is being currently implemented.
