The objective of this consultancy was to facilitate the development of a National Program and Action Plan for the elimination of child marriage in Bangladesh through a participatory approach that engaged all stakeholders including adolescents. The process was undertaken within the existing legal and policy environment on child protection in Bangladesh as established in the Children’s Law of 2013 and the National Children's Policy of 2011 and in close collaboration with the Ministry of Women and Children's Affair, other relevant ministries, development partners and other key stakeholders
This National Program and Action Plan was expected to guide the work of all actors toward realizing the objective of elimination of child marriage in Bangladesh. The National Program and Action Plan had been constituting a fundamental tool for improving monitoring among different stakeholders, consolidating and coordinating efforts to advance the cause of eliminating child marriage and achieving results-based program and advocacy.
The specific objectives of this proposed consultants were to:
- Review, revise and finalize the draft Theory of Change to end child marriage in Bangladesh, including the logical chain of interventions that contribute to positive change.
- Situate the Theory of Change within the National Legal and Policy framework for Child Protection and lead the translation of the Theory of Change into the development of a national program to eliminate child marriage,
- Based on outputs from (a-b) develop an action plan to implement the national program to end child marriage in Bangladesh together with clear results frameworks, monitoring indicators. targets, means of verification and cost the first 5 years of the plan.
